Unlock and place the boat
Continue Island Life stage goals until the Houseboat reward is available. Open the phone’s Vehicles category, summon the empty Houseboat, and search for a broad, deep enough water area. Confirm only when the hull turns green. After the hull is placed, use its Layout or construction controls.
Three different problems
No Houseboat usually means the Island Life reward is not unlocked. A summoned boat that will not place may be in invalid water or an illegal position. A placed boat whose Layout is locked may still need a later Island Life, island or Celestial Layout prerequisite, or may reflect a current-version issue. Public reports conflict, so these are troubleshooting branches rather than guaranteed mechanisms.
Placement checklist
Try a larger open-water area, move away from shore obstructions, check the placement preview and reload the area if the preview never turns green. Record the build number and exact Layout message before reporting a bug. Do not invent a fixed water-depth number until the current game confirms one.
